Captain Thomas Fulcher came to America after receiving a Chapter from the King of England to settle an area that is now Southern Virginia. His son John was the first Fulcher known to have been born in America.

On January 22, 1647 John Sibsey was co-partner in the John and Barbary and America and freighter of the ships Pellman and Blessing.

Thomas was foreman of a jury in Lower Norfolk Co. in 1662.

He witnessed a will in Lower Norfolk Co. in 1666.

He received a patent for 200 acres in Lower Norfolk Co. 26 Oct 1666 and another 60 acres in same county on 28 Oct.. 1672.

Court records show that in 1672 he was planning to leave the Country.

On March 10th, 1676 there was an Order-In-Council restoring THOMAS FULCHER to the Shrievalty (Sheriff) in Lower Norfolk County.

Thomas and his wife Mary lived at the Manor Plantation which was owned by her father and later sold by their son John, to Lewis Conner.

Mary Sibsey was the daughter of Captain John Sibsey, deputy Lieutenant of Lower Norfolk County VA.In 1646 there is a mention of Captain Sibsey's son Thomas.
The will of John Sibsey, of Elizabeth River in the county of Lower Norfolk was dated August 6th 1652.
Land called Craney Point to be sold towards payment of debts.To his wife, all his plates, servants and boat.To daughter Mary Sibsey all the residue of his land joining Craney Point.To Harry Weeks all the land now in the possession of Richard Palmer..All the residue of his lands to his wife.To Margery Wickstead, widow 500 lbs tobacco, and a legacy to Elizabeth, daughter of said Margery.
All residue to be divided into three parts, of which two to his wife and one to his daughter, and if the later die without issue, half of her estate to revert back to his wife and half to daughter's husband, Mr. Richard Conquest.To his brother-in-law, Thomas Lambert one Pistole and my feather. To William Jermy his black-hilted rapier and belt and all debts due him from said Jermy.Appoints his wife and friends Thomas Lambert and William Jermy executors.
On April 15, 1652, Richard Conquest petitioned the court stating that Elizabeth Sibsey withholds from him a negro which belongs to him in right of his wife, who was sole heir to Thomas Sibsey, her late brother.
There is on record in Norfolk County, dated August 17th 1777 a deed from administrators of Lewis Conner deceased, of the first part,Lewis Conner, his son second part, and Elizabeth Lawson, widow and devisee of Lewis Conner, grandfather of the present Lewis Conner, of the third part..reciting that John Sibsey died seized of 1,500 acres in the "parish of Elizabeth City" granted to him by patent, June 1, 1635 and by his will dated 1652 devised to his daughter Mary Sibsey and her heirs, which said Mary married Thomas Fulsher (2nd husband) and had issue John Fulsher, her son and heir.John Fulsher by deed dated Sept 19th, 1680 conveyed it to Lewis Conner, then husband of Elizabeth Lawson
